TOURNAMENT RULES
The
tournament is organised by "L'Echiquier Cappellois” chess club and takes place at the Palais des Arts in Cappelle
The
tournament is registered with the French Chess Federation (FFE) and FIDE. All French players must be
affiliated to the FFE.
The following are definitely entered and will
be included in the first round draw:
·
players who enter in
advance by post if their entry and entry fee reaches the
organisers by Monday 23 February 2009,
at
the latest on Saturday 28 February 2009
and fill in their entry form,
·
other foreign players who enter in advance by post or e-mail who have paid their entry fee to the organisers by 12:00 on Saturday 28February 2009.
By entering the tournament players accept all
the tournament rules.

Article II : Tournament timetable and special rules
The
tournament will be held over 9 rounds as follows :
- Round 1
: Saturday 28/02 at 16:00
- Round 2 : Sunday 01/03 at 14 :00
- Round 3 : Monday 02/03 at

The rate of play is:
- 100 minutes plus 30 extra
seconds per move for the first 40 moves and then
- 30 minutes plus 30 extra
seconds per move for the next 40 moves and then
- 10 extra seconds per move from
move 81
The FIDE rules of play, adopted at the Calvia
Congress in 2004, will apply.
Players must keep score for the first 80 moves.
Article 10.2 (claiming a draw to the arbiter) does not apply.
The
pairings will be made according to the accelerated Swiss system using
the
DAS method (for the 7 first rounds). Before the first round pairings the
arbiter will
decide
the number of groups and the rating limits, depending on the entries. After the
addition of the notional acceleration points the Dutch variation of the Swiss
system will be used (FIDE text C04, 1993), except that unrated players will be
given an estimated rating for the first three rounds and then their estimated
rating will be recalculated after each round.
The
arbiter will be assisted by the Merlin pairing programme, devised by Alain
RIBOUS.
The
classification is made according to the total numbers of points scored. Ties
are resolved first by the number of games played over the chessboard, rather
than won by a default or a bye, and then by FIDE rating performance.
If
there is a tie the cash prizes above 150 euros in the general classification are shared
according to the Hort system. Other prizes are shared
equally. Prizes which would be below 10 euros are not
awarded.
A competitor cannot win more than one prize.
The definitive list of prizes will be displayed from round 7 at the latest. The
organiser’s decision on the award of prizes is final. Prizes will only be
awarded to players who attend the closing ceremony.

Article V : Arbiters
The chief arbiter of the tournament is
Jean-Claude TEMPLEUR, international arbiter (FRA).
He will be assisted by 5 international arbiters and 5 federal arbiters.
a) The analysis room is next to the
restaurant. No analysis or conversations between players are allowed in the
playing hall.
b) The arbiter will award a loss to a player
if :
-
the player is in
possession of a sound device which has just rung out, or
-
the player has sought or
obtained exterior aid (advice, documents on paper or in electronic form…)
In
accordance with Article 12.2 b of the Rules of Play, the score of the opponent
shall be determined by the arbiter.
c) If a player has to default for
unforeseeable reasons of absolute necessity he should explain the situation at
least 4 hours before the start of the round (' : 03 28 24 39 15)
to avoid being expelled from the tournament.
d) Any unethical action will be noted in the
official report of the tournament and may lead to the request for a penalty to
be imposed by the Disciplinary Committee of the French Chess Federation.
e) Two written warnings will lead to the
immediate expulsion of a player from the
tournament.
If a
player disagrees with an arbiter’s decision he can give notice of appeal before
resuming the game, which he must finish. After the game he must make a written statement of claim
which will be attached to the official report of the tournament.
The Appeal Jury will be composed of three
titled players plus three reserves, who will be appointed during the first
round. The Jury’s decision will be final.
The organiser The chief arbiter
